			<content:encoded><![CDATA[<p>Ibusa Like-minds Association (ILA) is a youth initiative aimed at fostering unity as well as developing, giving re-orientation and empowering the youths of the town through her various projects/programs with the involvements of array of elders who are achievers in their different chosen professions in championing the cause of the development of the town socially, educationally and economically.</p>
<p>Ibusa Like-minds Association is an Ibusa based organization with membership drawn from Ibusa indigenes who are mostly youths. The membership of the Association is freely open to youths who are of Ibusa origin and ready to contribute constructively towards the development of the Ibusa community which is the primary objective of the Association. It is the belief of making Ibusa to become a viable, vibrant and socially befitting community for all to inhabit that spurred Florence Bob-Okonkwo and Emeka Esogbue to found the Association.</p>
<p>Members of this Association are enjoined to identify with the activities that would encourage and promote the development of the town. The founders of the <strong>Association</strong> further assert that every Ibusa indigene especially the youths can contribute towards the growth of the town (no matter how insignificant) politically, academically, in constructive writing of articles with themes centered on the development of the town, leadership wise, investing in the town etc.</p>
<p>The Association was first named Association of Ibusa Professionals (AIPROF) but <strong>that</strong> name was later dropped for the more appropriate IBUSA LIKE-MINDS ASSOCIATION. The Association <strong>is a metamorphosis of the former. </strong></p>
<p>Ibusa Like-minds Association is a non-partisan Association that is freely open to all Ibusa indigenes who have the interest of Ibusa at heart, and who certify the requirements of the Association, willing to work voluntarily  and capable of shooting up the town to greater heights are welcome to freely join the Association.</p>
<p>Repositioning of Ibusa to foster unity, <strong>Youth reformation and re-orientation , educational and social development</strong> <strong>as well as </strong>youth empowerment is the mission of the Association, while reputation and integrity in the developmental advancement of Ibusa is <strong>one of</strong> the vision<strong>s</strong> of the Association.</p>
<p>Ibusa Like-minds Association has significantly shown willingness to work with other existing Associations, Clubs, Ibusa Community Development Union (ICDU), youth organizations and individuals whether within and outside Ibusa provided the objectives is to foster the development of the town. Members pledge to make Ibusa the beauty and envy of other towns and communities. The aims and objectives of the Association include <strong>to foster love, unity and brotherhood both at home and in diaspora, educational and intellectual growth and development, </strong>Youth empowerment<strong> through skills acquisition programs, </strong>self development, seminars, workshops, Discussion Forums etc., socio-cultural advancement of Ibusa and Economic development of Ibusa by encouraging entrepreneurship among the youths.</p>
<p>The Association is officially headed by a <strong>Mayor</strong>, assisted by a <strong>D</strong>eputy <strong>M</strong>ayor, while its secretariat is managed by a <strong>C</strong>hief <strong>S</strong>cribe. The constitution of the Association reads in part that the patrons and patronesses of the Association shall be drawn from Ibusa sons and daughters with proven integrity who have distinguished themselves in their chosen careers to assist the Association financially and morally. Friends and Advisers of the Association shall be drawn from prominent Ibusa and non-Ibusa indigenes with good reputation and patriotic zeal for the advancement of the Association and Ibusa in general.</p>
<p>Florence Bob-Okonkwo is the Mayor, while Emeka Esogbue is the Chief Scribe of the Association. The inaugural meeting of the Association was held on December 29, 2008 with several prominent members in attendance. In January 2, 2009 , the Association held its first ever organizational program <strong>a </strong>“Discussion Forum” in which several of the prominent invitees from different walks of life of Ibusa origin not only turned up but contributed in the program. The topic of the Discussion Forum was “Socio-cultural Development of Ibusa: What is the way forward? It was <strong>a</strong> means of gathering information on the ideas and suggestions on the problems challenging the town and the way out. A communiqué based on the resolutions reached by discussants <strong>is to be published in the newsletter of </strong>Ibusa Community Development Union and also on the internet.</p>
<p>The Association also plans to organize a seminar in which prominent personalities will deliver lectures<strong>/talks</strong> on</p>
<p>1)   “Violence as A Limiting Factor to Peaceful Co-existence: A Case Study of Ibusa.”</p>
<p>2)   “HIV/AIDS, Teenage Pregnancy and Abortion among Youths: The Ibusa Implication.” for <strong>young people and youths</strong> <strong>in all the post-primary schools in Ibusa, </strong>Delta State<strong>.</strong></p>
<p>Ibusa indigenes especially the youths who believe they can favourably contribute towards the development of Ibusa by attracting government and corporate body attention into Ibusa, assisting in the empowerment of the youths of the town through sports, ensuring peace and unity in Ibusa, shunning cultism and other manners of violence, cultural development, reaching out to the education sectors in the town, contributing helpful ideas that will help transform Ibusa, and in generality individuals and groups with “Ife Igbuzo na som shinne” orientation can become members of Ibusa Likeminds Association today by indicating interest through the following:</p>

			<content:encoded><![CDATA[<p>During the first year of a baby&#8217;s life they rapidly transition through numerous stages of development. Development of communication and interaction is often the most exciting. As a newborn your baby will primarily communicate through reflexive cries to indicate they are hungry, tired or uncomfortable. Over 12 months this communication develops into a responsive intentional use of first words such as &#8216;mamma&#8217; or &#8216;daddy&#8217;. The ability to communicate is essential and the following is a guide of age expected development in the first year of life.</p>
<p>6 Months<br />
By 6 months old your baby will squeal in delight when he sees his mother or father. He has become very responsive when he recognises a familiar adult, possibly smiling, or moving his arms or vocalizing to people talking to him. Your baby is soothed by you holding or rocking him and has become a little more discriminating between familiar and unfamiliar adults. By 6 months of age your child should demonstrate the following skills:</p>
<p>Startle in response to noise, turn to where a sound is coming from &#8211; localising sound make different cries for different needs &#8211; tired cry versus a hungry cry watch your face as you talk to him he smiles / laughs in response to you smiling and laughing imitates other sounds such as &#8216;ah, eh, ur, oh&#8217; cooing</p>
<p>9 Months<br />
By 9 months of age your baby will protest vocally and through facial expressions when you take a toy off him. He is sitting independently and now has a different perspective on life. Being upright enables him the use of his hands and to explore toys. Some 9 month olds may have started to wave goodbye and are using specific gestures to communicate. By 9 months of age your baby should demonstrate the following skills:</p>
<p>Respond to his name respond to a telephone ringing or the dog barking understand the concept of being told &#8216;no&#8217; uses gestures to communicate needs and wants plays social games with you eg. peek a boo enjoys being around people babble e.g. bababa, dadada repeats sounds</p>
<p>12 Months<br />
By 12 months of age your baby has started communicating by combining words with facial expression and gesture. For example they will point to a bird and look at their mother and say &#8216;mama&#8217;. Your baby will also start to play differently such as clapping hands or banging objects. By 12 months your baby should demonstrate the following skills:</p>
<p>Follows simple instructions e.g. come here, sit down looks to a toy that an adult points to eg. &#8216;look at the ball (point to the ball) uses three to five words frequently waves goodbye shakes head &#8216;no&#8217; gains your attention by using noises, sounds, gestures and eye contact shows you toys responds to praise interested in simple books Combines lots of consonant and vowel sounds together e.g badaba, madu</p>
<p>Signs of a Possible Problem<br />
By 12 months of age there are some signs that could indicate that your child may not be reaching the language milestones expected for his age. All children do develop skills at their own rate but there are still a few signs that may indicate the need for professional advice.</p>
<p>An infant who is not responding to sounds in the environment. An infant who is not vocalizing (cooing, babbling) A one year old who is not saying any single words (&#8220;mama&#8221; or &#8220;dada&#8221;) Does not learn to use gestures, such as waving or shaking head by 12months Does not point to objects or pictures by 12months A 12month old who is not using consistent and frequent eye contact with familiar adults<br />

<p>By communication theory we mean such a person in which communication is considered one way or two ways or continuous process. The message reaches the receiver through various ways to the receiver. Communication is such a subject in which changes occur daily. The subject matter, medium, process of communication developed according to the needs and expansion of modern means of communication and business activities. The communication process depends upon same basic and principal theories. The major principal theories are as follows:-</p>
<p>Information Theory</p>
<p>This theory of communication was produced by Shanan in 1750 and after him Miller and Fick developed upon it. This theory is also called bull’s eye theory or shanan theory. With the increasing use of electronic medium of transmission this theory got propounded.</p>
<p>The information theory of communication has the under mentioned characteristics:-</p>
<p>The process of communication is linear. The basis of this system depends upon the work result. Communication is a one way activity. Under communication message are given in the form of sign or inward form. Communication can be sent by mechanical devices like computer, cyber world etc.</p>
<p>In this information theory communication the role of the message sender is more important, because in this theory communication has been taken as a one way theory. Therefore the sender should give a clear and correct message so that the receiver can understand correct meaning. In this theory it is believed that both the sender and receiver can understand the signs and languages of the message.</p>
<p>Interaction theory of Communication</p>
<p>This theory of communication is also called round or circular theory. According to this theory in the process of communication there is a continuous exchange of information, ideas, feelings, and messages between the sender and receiver. In this theory the process of feedback got included under communication.</p>
<p>Constituents of Interaction Theory</p>
<p>Under the interaction theory of work of communication goes on in an organized process whose parts of constituents are as follows:-</p>
<p>Message, the birth of an idea or information. The giver of the message or sender. Underlying the feeling of the message. Way of Communication. Means or medium of communication. Receiver of the message. Understanding the meaning of the message by the receiver considering over the message or implementation. Feed back.</p>
<p>This theory of communication is a complete theory. In it both the sender and the receiver remain alert. Under it communication is taken to be two way process. The receiver of the message on understanding its meaning gives his feedback upon it.</p>
<p>In the modern age the importance of this theory is steadily increasing in the field of management, because one can receive the reaction on the message sent, and if it remains any doubt or discrepancy it can be removed.</p>
<p>Transaction Theory of Communication</p>
<p>This theory of communication is based on the constant exchange of information or give and take process. According to this theory communication is a continuously on-going process. In it the sender and receiver both are participants in a common form and mutually exchange information. The constituents of this theory are as follows:-</p>
<p>Message Sender Underlying the meaning of message. Way Medium Receiver Understanding the underlying meaning. Change in behavior. Feed Back</p>
<p>The characteristics of this theory of communication are:-</p>
<p>1)     Communication keeps on going continuously between sender and receiver.</p>
<p>2)     Both the parties in communication are affected by cause and result,</p>
<p>3)     Every action in communication generates a reaction.</p>
<p>4)     Communication uses a bridge of message to bring it to a logical conclusion.</p>
<p>In this way different theories of communication are prevalent. In these the interaction theory of communication is more in use because in it communication is taken to be a two way process.<br />

			<content:encoded><![CDATA[<p>THE NEW MARKETS TAX CREDIT</p>
<p>The New Markets Tax Credit (NMTC) Program permits taxpayers to receive a credit against Federal income taxes for making qualified equity investments in designated Community Development Entities (CDEs). Substantially all of the qualified equity investment must in turn be used by the CDE to provide investments in low-income communities. The credit provided to the investor totals 39 percent of the cost of the investment and is claimed over a seven-year credit allowance period. In each of the first three years, the investor receives a credit equal to five percent of the total amount paid for the stock or capital interest at the time of purchase. For the final four years, the value of the credit is six percent annually. Investors may not redeem their investments in CDEs prior to the conclusion of the seven-year period.</p>
<p>An organization wishing to receive awards under the NMTC Program must be certified as a CDE by the Fund.</p>
<p>To qualify as a CDE, an organization must:</p>
<p>* be a domestic corporation or partnership at the time of the certification application;</p>
<p>* demonstrate a primary a mission of serving, or providing investment capital for, low-income communities or low-income persons; and</p>
<p>* maintain accountability to residents of low-income communities through representation on a governing board of or advisory board to the entity.</p>
<p>The FEDERAL HISTORIC PRESERVATION TAX INCENTIVES PROGRAM</p>
<p>The 20% tax credit Preservation Tax Incentives reward private investment in rehabilitating historic properties such as offices, rental housing, and retail stores. Abandoned or under-used schools, warehouses, factories, churches, retail stores, apartments, hotels, houses, and offices in many cities have been restored to life in a manner that retains their historic character. The Preservation Tax Incentives have also helped to create moderate and low-income housing in historic buildings.</p>
<p>Under the provisions of the Tax Reform Act of 1986, a 20% tax credit is available for the substantial rehabilitation of commercial, agricultural, industrial, or rental residential buildings that are certified as historic. The credit may be subtracted directly from federal income taxes owed by the owner.</p>
<p>The Historic Preservation Tax Credit Program benefits the owner, the occupants, and the community by:</p>
<p>o Encouraging protection of landmarks through the promotion, recognition, and designation of historic structures</p>
<p>o Increasing the value of the rehabilitated property and returning underutilized structures to the tax rolls</p>
<p>o Upgrading downtowns and neighborhoods and often increasing the amount of available housing within the community.</p>
<p>The American Jobs Creation Act Of 2004: 100% Federal Deductions %2B 20-30% State Tax Credits!</p>
<p>In the United States, the 2004 enactment of Section 181 of the Internal Revenue Code of 1986 (the &#8220;Code&#8221;) marked an unprecedented change in U.S. policy toward the phenomenon known as &#8220;Runaway</p>
<p>Production&#8221;.</p>
<p>Runaway Production refers to a film or television production that leaves one state or country to be filmed in another purely for economic reasons. This movement occurs because producers tend to film in the location where they can minimize production costs through tax incentives, cheaper labor.</p>
<p>Over the years, Canada has been the greatest beneficiary of U.S. runaway productions (according to some reports, Canada has claimed up to 80% of the U.S. runaways, generating an economic impact of $10.3 billion in production output in 1998 alone).</p>
<p>Section 181 represents the first time that the U.S. federal government has recognized this impact by passing tax legislation to actively combat the flight of film and television programming.</p>
<p>Section 181 permits a 100% write-off for the cost of certain audio-visual works, regardless of what media they are destined for (e.g., theatrical, television, DVD, etc.).</p>
<p>An individual or company who makes an investment into Section 181 qualified productions can take a 100% deduction of their investment against their passive (individual) or ordinary (as C Corporation) income in the year their investment was</p>
<p>made.</p>
<p>The deduction can be made against active income should the investment be made by or through a widely held C corporation. The law is in effect until December 31, 2009, therefore investments must be made before that date and the money invested into qualifying productions must be spent by then by the productions.</p>
<p>An example, should an individual or corporation that is taxed at a 35% tax rate have passive income to take a deduction against, then should that individual make a $1 Million investment into a qualified production or film fund, the actual net investment will be $650,000 since they can take a deduction against that full $1 Million against their passive income, and 35% of $1M is $350,000, which is the value of the deduction they can make in the year they make their investment. Therefore, 1M minus $350,000 is $650,000 which is the net amount of their investment into the qualified production.</p>
<p>However, an investor or Company can also receive an additional 15-30% in state tax credits on the entire budget of a film BEFORE profits and other exit strategies that Noci Pictures Entertainment has in place.</p>
<p>This clearly shows a premium in tax credit and tax liability deduction compared with the other Federal Tax Credit Programs available.</p>
<p>Further, The Section 181 and State Programs benefit the tax credit investor, the producers, and the community by offering:</p>
<p>In the Short Term:</p>
<p>1. 100% passive or ordinary income deductions under the IRS Section 181 &#8220;American Jobs Creation Act&#8221; for both individuals and corporate tax payers</p>
<p>2. 20%-30% in State Tax Credits (depending on state)</p>
<p>3. Economic Development</p>
<p>4. Job Creation, Including For Minorities And Women</p>
<p>5. ROI on Investment of 60-100% prior to revenues</p>
<p>In Medium-Long Term it would offer</p>
<p>1. hedge of revenues (after Section 181 and state incentives of 60-100% ROI) back to investors from individual or a slate of films</p>
<p>2. Discount of future taxation from income under Section 199 for a Section 181 investment</p>
<p>3. Conversion Option in LLC to Common Stock for additional liquidity via reverse merger in U.S or exit IPO on London AIM</p>
<p>SECTION 199</p>
<p>Section 199 is the income section; it is called the manufacturing section of The American Jobs Creation Act, 2004. Film Production has been defined as a manufacturer but television is not. Section 199 does not apply to television.</p>
<p>This section says that any manufacturer (Film Production) can have some tax relief on money returned to the investor.</p>
<p>o from 2005 till 2007 the taxpayer is entitled to a 3% deduction</p>
<p>o from 2007 to 2010 they get a 6% reduction</p>
<p>o And from 2010 on the get a 9 % reduction.</p>
<p>For example, if an investor get $1.00 back on a investment in a movie after he has already written off 100%, then he will only be taxed on .94 cents if I he is given it back between 2007 to 2010. From 2010 on then an investor gets to pay taxes only on .91 cents and it stays at this 9% rate.<br />

			<content:encoded><![CDATA[<p>A Silverlight development tutorial that shows you how to create your own 2D web based games. This series attempts to recreate a game originally developed with Flash, and can be used to highlight the differences between the two platforms.</p>
<p>When it has come to displaying rich content on the web Flash was king. Its widespread deployment on Internet connected devices and the lack of any real competition made it the only choice for taking a web page beyond a static collection of pictures and text. The playing field is changing though. As web services start to take over from traditional desktop applications (you only need to look at Google Docs, Zoho and Buzzword for an example of this) some major players like Microsoft and Sun, not wanting to be left out of this Web 2.0 revolution, have introduced their own RIA (Rich Internet Application) platforms in the form of Silveright and JavaFX respectively.</p>
<p>The series Flash Game Development with Flex and Actionscript looked at using Adobe Flex to create a Flash game in Actionscript that could be played in a web browser. In the interests of fairness this series will focus on recreating that same game with Silverlight using C#.</p>
<p>To begin with we first need to set up a base for creating a game. This will involve creating a render loop, embedding and loading some resources, and finally displaying them to the screen. Let us start with the render loop.</p>
<p>When you create a new Silverlight project the Page.xaml and Page.xaml.cs files are created automatically. We will implement the render loop in the Page.xaml.cs file.</p>

<p>In Silverlight 1 creating a render loop was a complicated process involving storyboards and timelines. Thankfully in Silverlight 2 we have the ability to attach a function to the Composition Target. Rendering event, which is called before the screen is drawn. This gives us the starting point for our render loop. In order to distribute this event to other game objects we create an enterFrame event object. Our game objects will attach themselves to this event object which will be triggered once every frame, allowing the game objects to update them.</p>
<p>In order to use the render loop we create a class called BaseObject. This class will simply be a base for the game objects, and will expose a function called enterFrame to any class that extends it. This class will be expanded later on to include user input and collision detection, but for now its only purpose is to provide an easy way to tap into the render loop.</p>

<p>Making use of the BaseObject class is the AnimatedGameObject. This class will display an animated bitmap sprite on the screen.</p>

<p>The images used to make up the amination have been embedded (this is done simply by including the image files in the Silverlight Visual Studio project), and then accessed using a neat little utility class called ResourceHelper which you can download from <a rel="nofollow" href="http://www.silverlightexamples.net/post/Load-Bitmap-Image-From-Resource-in-a-Single-Line-of-Code.aspx." target="_blank">http://www.silverlightexamples.net/post/Load-Bitmap-Image-From-Resource-in-a-Single-Line-of-Code.aspx.</a> These images are then applied to a Rectangle object, which has been added to the main application canvas.</p>
<p>Lastly we need a place to create these new AnimatedGameObjects. For this we will create the ApplicationManager. It is the purpose the the ApplicationManager to &#8220;oversee&#8221; the game.</p>

<p>As you can see the Application Manager is a very simple class, with the startup Application Manager creating two new Animated Game Objects. The startup Application Manager function itself is called from the Application_Startup function from the automatically generated App.xaml.cs file.</p>
